James Phelan Endowed Scholarship
The James Phelan Endowed Scholarship as established in 1930 by the Estate of Jimmy Phelan in memory of his father, James Duval Phelan. Jimmy was a major of San Francisco for two terms from 1897 to 1902 and a US Senator for one term from 1915 to 1921.
